Description

The Lviv Students' Legal Clinic for Refugees (LSLCR) began operations in the fall of 2001 as the result of the joint efforts of UNHCR and human rights enthusiasts from the main legal educational institutions.

At present, it is affiliated with the Law Department of Ivan Franko National University of Lviv as well as with Human Rights Without Borders, a non-governmental legal aid center. LSLCR cooperates closely with the Lviv Laboratory on Human Rights of the Academy of Legal Sciences of Ukraine and with government institutions dealing with refugees and migration affairs.

Since it started operations, a total of 64 students have been trained at the clinic. Their main responsibilities include interviewing asylum-seekers, counseling clients, representing asylum-seekers before national authorities, and conducting legal research. Students involved in the clinic activity also take part in international scientific conferences and round tables on human rights and refugees ' rights. The clinic has been recognized as a practical internship by the state, which fulfills the practical education requirement for law students.

Clinic Activities

To further enhance the professional formation of students, the clinic organizes seminars and workshops on issues such as domestic violence, Article 1D of the 1951 Convention, and exclusion/ cessation clauses. In addition, it strives to maintain and extend close relationships with the other legal clinics in Ukraine in order to provide more possibilities for the clinic staff to share experience and combine efforts to tackle common problems.

In the period 2001-2004:

  • 22 asylum seekers interviewed;
  • 71 asylum seekers counseled;
  • 5 asylum seekers represented at first instance;
  • 1 asylum seeker recognized as refugee;
  • 2 asylum seekers granted a subsidiary protection status;
  • 4 precedent-setting cases.
