Timişoara - Refugee Law Clinic

Description

The Human Rights Clinic Program in Timişoara began in 1999. The Legal Clinic was re-launched in March 2001, with particular focus on refugee issues. This is due to Timişoara's location as a border city Romanian local authorities were faced with a flow of refugees during the sad events in Yugoslavia. Currently, the clinic receives financial support from Banat University and the Central European Academy of Science and Art.

As a first step, the clinic focused on establishing contacts with the main national and international protection and information institutions in the field as well as with organizations such as UNHCR, HHC, OFSE/ ACCORD , and Legal Aid - Legal Clinics (LA-LC). In the second semester of the academic year 2001/2002, 38 third and fourth year law students took part in the theoretical and practical training offered by the three professors and three legal practitioners involved in the clinic. The clinic's lawyers and students also participated in the seminars organized by HHC and UNHCR in Budapest.

Clinic Activities

The legal clinic program has been recognized as a part of the general curriculum of the Law University. The invitation of guest speakers such as representatives of local authorities, journalists with experience in the field, and members of organizations dealing with refugee issues constitutes an important element of clinic students' studies.

Major results in academic year 2002/2003:

  • Refugee Law manual;
  • Refugee Law e-book;
  • Setting up the Association for Protection of Human Rights, Refugees and Roma (ADORR);
  • Meetings with local authorities and full support for ADORR to receive asylum seekers in the accommodation center in Timişoara;
  • Meeting of Timişoara, Bucharest, and Iasi legal clinics in March;
  • Participation of clinic students at Dubrovnik seminar;
  • Reinforcing the cooperation with the Timiş Bar Association, the local courts and local Ministry of Interior structures;
  • Meetings with local media on human rights and refugees issues.
